The Heart of Art Grant Program, funded by the American Rescue Plan Act (ARPA), is focused on providing opportunity to local artists to showcase and sell their work in the Hagerstown Arts & Entertainment District. The goal is to bridge the gap of connecting artists with customers, to lift the burden of paying a vendor fee to attend an event, and to ensure the artists will receive payment after each market.


Grant recipients will receive $100 for each event attended, for a maximum of up to 10 events totaling $1,000. All vendor fees will be waived for grant recipients.


  1. Complete the Heart of Art Grant Application and provide two or more requested photos.

  2. Return completed application and required documents via email to or in person/mail to 1 E Franklin Street, Suite 210A, Hagerstown, MD 21740.

  3. All applications must be submitted for consideration no later than February 23, 2023.

  4. All applications shall be reviewed and approved on a first-come, first-serve basis. 

  5. Staff will review the application and supporting documents to determine the eligibility and level of funding that may/may not be awarded.

  6. Approved applicants will receive a Letter of Approval from the City of Hagerstown with confirmation of event dates.

  7. Grants will be paid in $100 installments following the attendance at an event.

  8. The City will issue a 1099 form following grant disbursement, and the grant may be taxable based on that year's State and Federal tax guidelines.
